Appointed Provincial Minister of Infrastructure and Public Works of the City of Kinshasa by Governor Daniel BUMBA LUBAKI on Wednesday, July 31, 2024, Alain TSHILUNGU is a figure recognized for his professional rigor and strategic vision in urban development. Holding a degree in Civil Engineering from the Polytechnic Faculty of Université de
Kinshasa, he is also an active member of the Corps of Civil Engineers of Congo, demonstrating his commitment to technical excellence and the modernization of the
Capital’s infrastructure.
A career Rich in Experience
Before assuming his ministerial duties, Alain TSHILUNGU accumulated significant and extensive experience in key aspects of Congolese national life. He began his professional journey as a Geotechnical Studies Engineer at Université de Kinshasa Laboratory, working
alongside Professor TOZIN ROSMOND. He then joined the O ice of Roads as an Engineer in charge of studies and planning. Serving as an Advisor at the Prime Minister’s O ice, Head of Government, he demonstrated his expertise at the College of New Information and Communication Technologies. He also held positions at the O ice of Roads and Drainage as a Studies Engineer and Head of Department. Production Manager at BRACONGO, one of the largest breweries in the Democratic Republic of Congo, where he demonstrated his skills in industrial and organizational management. More recently, he served as Deputy Managing Director at the Kambove Mining Company (COMIKA SAS), contributing to technical oversight and the steering of complex projects. These experiences have strengthened his ability to manage large-scale projects and address strategic challenges. On the political front, Alain TSHILUNGU has been shaped for more than two decades by the principles of democracy and tolerance. As a senior member of the Youth League of
the Union for Democracy and Social Progress (UDPS) – TSHISEKEDI, he had the honour of working alongside emblematic figures of his political family as well as many other influential actors in the Congolese political landscape. He is also an athlete: a 3rd Dan Black Belt in Judo, Civil Engineer Alain TSHILUNGU currently serves as President of the Congo-Japan Judo School and as Secretary Rapporteur of the National Judo Coordination within the Congolese National Judo Federation. At Université de Kinshasa, he was also very active and committed, successively serving
as Deputy Faculty Delegate at the Polytechnic Faculty, Minister of Environment and Sanitation within the Student Coordination, and President of the Sports Committee of this prestigious academic institution (COSUKIN).
Vision for Kinshasa : Modernisation et Sustainability
As Minister of Infrastructure and Public Works, Alain TSHILUNGU embodies an ambitious and responsible vision for transforming Kinshasa into a modern, functional, and resilient City. He is resolutely leading the provincial program “Kinshasa Ezo Bonga”, focused on the rehabilitation and construction of essential infrastructure, notably:
- Rehabilitation of deteriorated roads: with only 25% of paved roads in good condition, he has committed to restoring 750 km of urban roads and building new arteries, primarily with rigid pavement, resistant to weather conditions and wear.
- Development of bridges and drainage networks: projects such as the ambitious emergency program for clearing drains in various critical areas of the Congolese capital, and the resumption of works in neighbourhoods such as Camp Luka, illustrate his commitment to decongesting landlocked zones and addressing problems of erosion and flooding.
- Combating unauthorized constructions: by engaging local communities through a hands-on approach based on sincere and direct dialogue, he works to protect existing infrastructure and ongoing projects from the negative impacts of
uncontrolled urbanization.
A Citizen-Oriented Management
Minister ALAIN TSHILUNGU places the people of Kinshasa at the heart of his priorities. He frequently tours the city to closely monitor ongoing works. Engaging in dialogue and gathering the concerns of residents are also central to his approach. His method, “let’s roll up our sleeves,” as he announced during the handover with his predecessor on Monday, August 5, 2024, combines pragmatism and consultation, aiming to establish continuous dialogue between technicians, contracting companies, and project beneficiaries
