Demolition in Ngaliema: Kinshasa City Hall Machinery Moves into Trois Vallées and Allée Verte Avenues

After several notices and warnings, the provincial government of Kinshasa has taken action. On Friday, July 4, 2025, the city hall’s machinery began demolishing illegal structures built on public land along Trois Vallées and Allée Verte Avenues, in the Joli Parc neighborhood of Ngaliema municipality.

The operation was launched by the Provincial Minister of Environment, Cleanliness, and Urban Beautification, Léon MULUMBA, on behalf of his colleague, the Minister of

Infrastructure and Public Works, Alain TSHILUNGU, who is currently on an official mission. According to Léon Mulumba, the aim is to enforce the law without exception.

“There are no immunities, there are no jurisdictional privileges; the law must prevail,” he declared.

Following this statement, the excavators began the demolitions, starting at the intersection of Trois Vallées, Allée Verte, and Nguma Avenues, where several private structures had been built on public land, obstructing the roadway. Three plots were affected at this location. The operation then continued to the other end of Trois Vallées Avenue, where the situation was even more concerning: some structures were built directly over drainage collectors, while others completely blocked the road’s continuity. All were demolished.

On the same avenue, the provincial government is currently carrying out a 2.1 km reinforced concrete road construction project, aimed at connecting Nguma Avenue to ML service station, commonly known as Station Ma Campagne. This project is part of a broader program to construct and rehabilitate 115 km of reinforced concrete roads across the capital.
