 Government reshuffle within BUMBA administration: The minister of Infrastructure and Public Works (ITP) minister Alain TSHILUNGU reappointed with new responsibilities expresses gratitude to the urban authority, the Governor of the city-province of Kinshasa proceeded with a technical reshuffle of his government through the Decree No. SC/232/CAB/GVK/DBL/2025 dated October 15, 2025, concerning the appointment of ministers.

To this end, he renewed his trust in the Provincial Minister of Infrastructure and Public Works, Alain TSHILUNGU, to whom he assigned new responsibilities, notably Land Affairs, Urban Planning, and Housing.

This reappointment of Minister Alain TSHILUNGU demonstrates the Urban Authority’s determination to consolidate the efforts already undertaken in modernizing urban roads, but also to make efficiency, rigor, and a rejection of stagnation the compass guiding government action in the city of Kinshasa, in accordance with the vision of the President of the Republic, Félix-Antoine TSHISEKEDI TSHILOMBO.

Minister Tshilungu is not only reappointed with new responsibilities, he is also promoted in terms of precedence among the members of the BUMBA 2 government. This reshuffle aims to strengthen the executive team in order to give more impetus to the implementation of the « Kinshasa Ezo Bonga » program, for a modern, clean, and secure Congolese capital.

Minister Alain Tshilungu, as for him, reiterated his loyalty to Governor Daniel BUMBA, to whom he also expressed his deep gratitude for this sign of confidence placed in him, as well as his availability to serve the city.

Reopening of TROIS VALLEES Avenue to Traffic in Ngaliema municipality.

The Provincial Ministry of Infrastructure, Public Works, Land Affairs, Urban Planning, and
Housing for the City of Kinshasa hereby informs the public, and road users in particular, that Trois
Vallées Avenue in Ngaliema commune has been reopened to traffic as of Monday, March 2, 2026.
This reopening follows construction work carried out under the urban road rehabilitation and
modernization program launched by the Provincial Government across the Congolese capital.

The construction of this reinforced concrete road is of vital importance for users in this part of the
city. It will therefore help ease traffic flow by reducing congestion on Nguma Avenue as well as
at the Magasin roundabout.

Alain Tshilungu, the Provincial Minister of Infrastructure, Public Works, Land Affairs, Urban
Planning, and Housing for the City of Kinshasa, delivered a keynote address presenting the
“Kinshasa Ezo bonga” action plan to students from various academic institutions. The meeting
took place at the Polytechnic Faculty building of Université de Kinshasa, during the 2026
PEAKedition (Polytech Engineering Applied Knowledge).

The Minister spoke this Friday, February 27, 2026, on the first day of this two-day academic
and professional event, organized by the Polytechnic Faculty delegation of this alma mater.
In reality, it was a homecoming for the “son of the institution,” returning to the very
environment that shaped him during his university journey. The topic addressed in the presence
of the academic staff, including the Dean of the Faculty of Polytechnic, Jean-Marie Beya,
focused on the presentation of the “Kinshasa Ezo bonga” program, initiated by the City
Governor Daniel Bumba. This program aligns with the vision of President Félix Tshisekedi,

Temporary closure of Komoriko Avenue for road rehabilitation works.
The Ministry of Infrastructure, Public Works, Land Affairs, Urban Planning and Housing of the City of
Kinshasa hereby informs the population of Kinshasa that, due to road rehabilitation works, KOMORIKO
Avenue, on the section between Bangala Avenue (Vélodrome Stop) and OUA Avenue, in the municipality
of Kintambo, will be closed to traffic starting this Saturday, March 14, 2026, at midnight, for a maximum
duration of 40 days.
To maintain traffic flow during works and minimize disruption, the following temporary detours have been
established :
– KOKOLOAvenue
– OUAAvenue
– BANDUNDUAvenue
– LUSAMBOAvenue
– LUKENGOAvenue
– KWANGOAvenue

Kinshasa: Minister Alain Tshilungu Holds First Orientation Meetings with the Urban Planning and Housing Divisions

Reappointed to the Provincial Government of Kinshasa following the technical reshuffle of October 15, with new responsibilities including oversight of the Land Affairs, Urban Planning, and Housing portfolios, in addition to his previous duties in Infrastructure and Public Works, Minister Alain Tshilungu held his first two orientation meetings on Tuesday, October 21, 2025, with the heads of the Urban Planning and Housing divisions.

The sectors of Land Affairs, Urban Planning and Housing had long remained without a provincial political supervisory authority. This meeting, which took place six days after Minister TSHILUNGU  took office, made it possible to review the functioning of these urban divisions and identify immediate priorities.

As per the minister statement, after the diagnostic was carried out, a lack of coordination between the administration and the political office emerged among other things.

The Minister of Infrastructure, Public Works, Land Affairs, Urban Planning and Housing took this opportunity to provide new directions with a view to aligning these services with the Provincial Executive’s Action Program led by Governor Daniel Bumba, which aims to realize the Head of State’s vision in the capital for the well-being of the Kinshasa residents (Kinois).”

Kinshasa: Demolition of illegal constructions along Funa river underway

The illegal constructions erected along the Funa River and its tributaries are the root cause of the numerous floods observed, particularly at the intersection of Boulevard Triomphal and Avenue des Huileries, in the municipalities of Lingwala; Kinshasa and Kasa-Vubu, to name just a few.

The provincial Government of Kinshasa, through the Ministry of Infrastructure and Public Works (ITP), plans to proceed with demolitions in the very near future.

These illegal constructions disrupt the normal flow of water by narrowing the minor bed of the river. On site, one can notice the foundations of private houses built with durable materials.

Beyond this bitter observation, the Funa River has also been turned by the population into a true garbage dump, which completely blocks the normal circulation of water. Furthermore, one of the two tributaries of the Funa is completely obstructed by new buildings.”

To address this problem, the Provincial Minister of Infrastructure and Public Works, Alain Tshilungu, acting on the instructions of Governor Daniel Bumba, has ordered the distribution of formal notices to the owners of the affected plots. The objective is to enforce the law after consultation with the Urban Planning Division and the Land Registry Office, which provided the necessary information. The decision to proceed with demolition is now irreversible in order to allow the river to regain its natural space.

Aware of the seriousness of the situation, local residents are calling on the authorities to act swiftly to save lives that are lost with each episode of heavy rainfall.

At this stage, it is now up to the Provincial Ministry of Infrastructure and Public Works to take action in order to find a lasting solution to the recurrent flooding in this part of Kinshasa.

Kinshasa: Temporary Closure of TOMBALBAY and DU FLEUVE Avenues for Road Rehabilitation Works.

The Provincial Ministry of Infrastructure and Public Works of the city of Kinshasa informs the residents of Kinshasa that, as part of the ongoing road rehabilitation works across the capital, TOMBALBAY Avenue, on the stretch between Avenue de la Démocratie (formerly Huileries) and Avenue Wangata in Gombe municipality, as well as Avenue DU FLEUVE, on the stretch between the Kimbanguist Church and the Mbudi Six-Portes bus-stop in Mont-Ngafula municipality, will be closed to traffic starting Saturday, August 23, 2025.

Kinshasa: Provincial Minister of Infrastructures and Public Works (ITP), Alain TSHILUNGU Launches Training for His Ministry’s Staff on Public Procurement.

Kinshasa, 14 August 2025 | The Provincial Minister of Infrastructure and Public Works for the city of Kinshasa, Alain Tshilungu, concluded a series of awareness-raising sessions for members of his cabinet and the administration under his supervision on public procurement procedures, in accordance with the laws in force in the Democratic Republic of Congo.

The closing ceremony of these three-day preliminary sessions, held from Tuesday, August 12, to Thursday, August 14, 2025, paves the way for a ten-day training on public procurement to be held at CEPAS in Kinshasa, from August 15 to 27, 2025.

As will be the case for the training itself, the immersion sessions were led by executives from the Public Procurement Regulatory Authority (ARMP): Ms. Cecile MALILA KAYOLA from the ARMP/Kinshasa provincial directorate and Ms. Paula MANGOMBE MAKENGO, permanent secretary of the Public Procurement Project Management Unit at the ARMP’s directorate general. At the end, they symbolically handed over all the legal texts governing public procurement in the DRC, both at national and provincial level.

For Minister Alain TSHILUNGU, who recognizes the necessity for the members of his

Cabinet and the Public Works and Infrastructure (ITP) administration to master the mechanisms and practices of public procurement, this represents an important step

forward. He thus thanked the ARMP for tailoring this training to the specific needs of his ministry:

« Thank you for your time and thank you for providing us with a general training that you have, as you mentioned, tailored to the needs of this ministry and the challenges we face. As you know, public procurement remains an indispensable tool today for managing most of the province’s contracts, for which we are responsible », he stated, while affirming his full commitment to a lasting collaboration with the ARMP.

For their part, Paula MANGOMBE and Cécile MALILA from the ARMP expressed their satisfaction with the participants’ conduct during the introductory sessions and thanked the Minister of Infrastructure and Public Works, who personally requested this training. Together, they highlighted the necessity for the Provincial Ministry of Infrastructures and Public Works (ITP) to have a Public Procurement Management and Oversight Unit, as required by laws in force. A member of Governor Bumba’s team, who has already drafted a text establishing this unit, also indicated that the process of appointing its staff is currently underway.

Public procurement being a tool for good governance, and with the city of Kinshasa aiming to modernize through various ongoing urban road projects, this training comes at the right time to promote best practices in the management of public-private partnerships, in line with the vision of the city authority, Daniel BUMBA LUBAKI.
