
Kinshasa: Minister Alain Tshilungu Holds First Orientation Meetings with the Urban Planning and Housing Divisions
Reappointed to the Provincial Government of Kinshasa following the technical reshuffle of October 15, with new responsibilities including oversight of the Land Affairs, Urban Planning, and Housing portfolios, in addition to his previous duties in Infrastructure and Public Works, Minister Alain Tshilungu held his first two orientation meetings on Tuesday, October 21, 2025, with the heads of the Urban Planning and Housing divisions.

The sectors of Land Affairs, Urban Planning and Housing had long remained without a provincial political supervisory authority. This meeting, which took place six days after Minister TSHILUNGU took office, made it possible to review the functioning of these urban divisions and identify immediate priorities.
As per the minister statement, after the diagnostic was carried out, a lack of coordination between the administration and the political office emerged among other things.
The Minister of Infrastructure, Public Works, Land Affairs, Urban Planning and Housing took this opportunity to provide new directions with a view to aligning these services with the Provincial Executive’s Action Program led by Governor Daniel Bumba, which aims to realize the Head of State’s vision in the capital for the well-being of the Kinshasa residents (Kinois).”

We were instructed to revitalize the urban Planning sector in particular, which had been virtually neglected concerning illegal construction, revitalizing, maximizing revenue and personnel management, stated Charles Kweso, Head of the urban Planning Division of Nsele.
These discussions between the Provincial Minister Alain TSHILUNGU and the heads of the urban divisions took place in a cordial atmosphere, stated Marcel Kalonda, Head of the Urban Division of Limete. The public administration officials present praised the Minister’s openness and willingness to listen, while committing to collaborate closely with him and his cabinet to contribute to the prosperity of the city of Kinshasa. The Minister will hold another meeting, with the same terms of reference with the Heads of the urban divisions from the Land Affairs sector.
