Kinshasa: The City Hall participation in the evaluation and monitoring meeting onurban roads with the central government

The urban authorities of the Kinshasa City-Province, namely the Chief of Sta to the Governor, Israël MUTALA, and the Provincial Minister of Infrastructure and Public Works, Alain TSHILUNGU, took part in a working session at the Prime Minister’s O ice on Thursday, July 4, 2025.


Chaired by Her Excellency Prime Minister Judith SUMINWA TULUKA, in the presence of the National Minister of Infrastructure and Public Works, John BANZA, as well as the Road Monitoring Task Force, the meeting focused on the progress of road construction projects underway in the capital, with particular emphasis on reinforced concrete roads. The objective was to identify ways to ease tra ic flow in a city plagued by recurring tra ic jams.


During the meeting, the Head of Government issued firm instructions, namely: permanent monitoring and acceleration of the works; the imminent launch of dredging at the river confluences to prevent erosion; the announced commencement of works on the Matadi Road to ease the burden on users; strict quality control of the projects by the Technical Control O ice; and the extension of this approach to other provinces where construction sites are underway.
At the meeting, the provincial executive presented the current state of the road network. It should be noted that Kinshasa has a road network of about 4,000 km, of which only 1,000 km are paved or oncreted, and 750 km are already in an advanced state of disrepair. The vision of the current leadership, under Governor Daniel BUMBA LUBAKI, is to rehabilitate 1,000 kilometres and build 1,000 kilometres of new roads to ensure better mobility in the capital.

Kinshasa: Under the Governor’s instruction, Minister Alain TSHILUNGU reopensAvenue les aviateurs (Gombe) after more than twenty years of closure.

The Provincial Government of Kinshasa, through the Provincial Ministry of Infrastructure and Public Works, carried out on Thursday, September 4, 2025, the full reopening of Avenue les Aviateurs, on the section connecting the Avenue du Port to la Gare Central in Gombe municipality. Closed for over 25 years, this strategic road has been put back into service to ease tra ic flow in the Congolese capital.


Now fully drivable along its entire length, the Avenue les Aviateurs stretches from the intersection with Avenue du Port, in front of the General Directorate of OCC, to la Gare Central, passing by the National Intelligence Agency [ANR], MONUSCO, as well as the embassies of the United States and of China. The operation to remove the barbed wire installed by MONUSCO was supervised by the Provincial Minister of Infrastructure and Public Works, Alain TSHILUNGU, later joined by his counterpart from the Environment,
Léon MULUMBA.

According to Minister TSHILUNGU, this initiative falls within the framework of the instructions given by the city’s Governor, Daniel BUMBA, aiming to facilitate tra ic in the downtown area, currently disrupted by numerous roadworks. Parallel to Boulevard du 30 juin, l’Avenue des Aviateurs is expected to help relieve congestion on this major thoroughfare, which is daily overwhelmed by heavy tra ic. Accompanied by personnel from the Congolese National Police, Ministers Alain TSHILUNGU and Léon MULUMBA also oversaw the dismantling of unauthorized parking lots set up on the site. On this occasion, they rea irmed the provincial executive’s determination to improve urban mobility in the heart of the country’s institutions.

Kinshasa: Closing of the training seminar on public procurement procedures for the benefit of the staff of the Provincial Ministry of Infrastructure and Public Works.

This Thursday marks the closure of a ten-day training seminar, which ran from August 15 to 28, 2025, focusing on thenational public procurement procedures in Democratic Republic of the Congo. The seminar was held for the staff and executives from both the Cabinet and the urban administration of Kinshasa’s provincial Ministry of Infrastructure and Public Works (ITP).

This solemn closing ceremony presided over by the Provincial Minister of Infrastructure and Public Works of Kinshasa, Alain TSHILUNGU and the Director General of the Public Procurement Regulatory Authority (ARMP), Claude KAYEMBE MBAYI, marked the culmination of this training provided by this body under the authority of the Prime Minister.

Taking the floor on the occasion, Provincial Minister Alain TSHILUNGU expressed his gratitude to the ARMP and its trainers for the quality of the instruction provided, which enabled a genuine strengthening of the urban administration’s capacities. “The minister therefore exhorted the participants, now seen as new public procurement experts, to fully and rigorously apply the knowledge acquired in order to realize the vision of the Head of State, echoed by Kinshasa Governor Daniel BUMBA to ensure that all major construction projects in the capital city are carried out in line with good governance principles.

For his part, the Director General of the Director Public Procurement Regulatory Authority (ARMP), Claude Kayembe Mbaye, praised the political will of the Provincial Minister of Infrastructures and Public Works (ITP) who, by requesting this training, is fully embracing the vision of the President of the Republic. “Inexorably, you are fully in step with the vision of the Head of State,” he said. He described this initiative as a patriotic act aimed at better regulating the management of public procurement and effectively supporting the work of the city’s governor.

The Director General of Public Procurement Regulatory Authority (ARMP) also congratulated the participants for their dedication and thanked the trainers for their availability. He concluded by stating that they are providing a “noble service to the Congolese nation.

The ceremony ended with the awarding of certificates to the new experts, who are now entrusted with the mission of ensuring compliance with Congolese legislation on public procurement within the Provincial Ministry of Infrastructure and Public Works of Kinshasa.

Kinshasa: Temporary Closure of Avenue WAGENIA for Drainage System Rehabilitation Works (Press release)

The Provincial Ministry of Infrastructure and Public Works of the city of Kinshasa informs the residents of Kinshasa that, due to the rehabilitation works on a drainage system, Avenue WAGENIA, on the stretch from Avenue des Aviateurs to Avenue de l’Équateur in Gombe municipality, will be closed to traffic starting this Saturday, August 16.

This section of Avenue WAGENIA is currently marked by the deterioration of the drainage system, causing stagnant wastewater and thereby endangering vehicle traffic. The works will involve the construction of a new crossing to permanently resolve this issue…

Demolition in Ngaliema: The Provincial Ministry of Infrastructure and Public Works (ITP-Kinshasa) Announces Operations on Trois Vallées Avenue in Ma Campagne, Several Plots Affected

Letters of formal notice have already been delivered to each plot concerned by the technical services of the Provincial Ministry of Infrastructure and Public Works of the City of Kinshasa, beginning with those located on Trois Vallées Avenue, near its junction with Nguma Avenue. Following the delimitation works already carried out, and for which indicative maps were recently published on the Ministry’s social media platforms, only the implementation phase remains, which is scheduled to begin very soon.

It should be noted that on Avenue Trois Vallées, there are plans to build a new 1.05 km long reinforced concrete road to ease traffic flow in this part of Kinshasa, which is often plagued by monstrous traffic jams. The construction of this road is part of a vast project to rehabilitate and modernise 115 km of reinforced concrete roads across the Congolese capital, hence the need to recover all illegally occupied public land.
