
Kinshasa: Closing of the training seminar on public procurement procedures for the benefit of the staff of the Provincial Ministry of Infrastructure and Public Works.

This Thursday marks the closure of a ten-day training seminar, which ran from August 15 to 28, 2025, focusing on thenational public procurement procedures in Democratic Republic of the Congo. The seminar was held for the staff and executives from both the Cabinet and the urban administration of Kinshasa’s provincial Ministry of Infrastructure and Public Works (ITP).
This solemn closing ceremony presided over by the Provincial Minister of Infrastructure and Public Works of Kinshasa, Alain TSHILUNGU and the Director General of the Public Procurement Regulatory Authority (ARMP), Claude KAYEMBE MBAYI, marked the culmination of this training provided by this body under the authority of the Prime Minister.
Taking the floor on the occasion, Provincial Minister Alain TSHILUNGU expressed his gratitude to the ARMP and its trainers for the quality of the instruction provided, which enabled a genuine strengthening of the urban administration’s capacities. “The minister therefore exhorted the participants, now seen as new public procurement experts, to fully and rigorously apply the knowledge acquired in order to realize the vision of the Head of State, echoed by Kinshasa Governor Daniel BUMBA to ensure that all major construction projects in the capital city are carried out in line with good governance principles.

For his part, the Director General of the Director Public Procurement Regulatory Authority (ARMP), Claude Kayembe Mbaye, praised the political will of the Provincial Minister of Infrastructures and Public Works (ITP) who, by requesting this training, is fully embracing the vision of the President of the Republic. “Inexorably, you are fully in step with the vision of the Head of State,” he said. He described this initiative as a patriotic act aimed at better regulating the management of public procurement and effectively supporting the work of the city’s governor.
The Director General of Public Procurement Regulatory Authority (ARMP) also congratulated the participants for their dedication and thanked the trainers for their availability. He concluded by stating that they are providing a “noble service to the Congolese nation.

The ceremony ended with the awarding of certificates to the new experts, who are now entrusted with the mission of ensuring compliance with Congolese legislation on public procurement within the Provincial Ministry of Infrastructure and Public Works of Kinshasa.
